If you are asking about the anti-rattle springs, they aren't mandatory, but it will rattle without them (that rattle makes me crazy).
Many will tell you not to waste your time because they fall out anyway... I don't know that I've ever had any fall out (I don't go around checking them everyday either though).
They go in on the "non pressure side" of the disk fingers.
In other words if you were facing the pto and the fingers on the disk were the numbers on a clock, they go in before the numbers. The flat side goes against the basket and the side with the hook goes on the disk finger side, with the hook behind the finger of the disk.
NOW, that should be clear as mud!
