Usually an exhaust backfire on deceleration is because of an over-rich fuel mixture.

Other possibilities are:
-leak in the exhaust that lets air in
-vacuum leak
-exhaust valve not seating
-timing off (not likely on a magneto ignition, but possible)

More than likely, too rich on the carb.
