Default 2284 throttle problem

Recently my grandparents aquired a 2284. The little cover with the blow by tube was leaking copious amounts of oil between it and the block. Got a new gasket and a little hi temp rtv and fixed it.

In the process, the throttle&choke assembly and gov arm had to be removed. We reassembled it tonight and started it up. It fired and ran wot with the throttle lever in low idle poss. We messed with it a little and found that when we manually placed the throttle arm in low idle it would start and run fine, but when I throttled it up it would run away. Once this happened we had to move the throttle arm back by hand for the engine to idle. The cable is hooked up and everything re assembled as it was. All cables work and are in good visual shape.

Could it be that our gov is not set right? Any help appreciated. I don't know how to set the governor if it is that... kinda running on a hunch here
