Super Kleen (available in Wal-Mart, purple container for about $7). It will remove grass grime, dirt, grease, paint, etc and I have never had any damage on my tires from it. Wear googles and latex gloves as it will remove the oil off of your skin, too!
I haven't tried it on tires yet, but PB Blaster removed my overspray on my lift arm.
