What I have found works for me for really stuck bolts, nuts, flanges, etc.
Soak for a couple of days with high grade penetrating oil of your choice..PBBlaster, Kroil, etc. Smack with hammer a few times to help work in the penetrant.
Heat with torch, then SOAK with penetrating oil while still hot.
Repeat a couple of times, then repeat next day. Wipe up excess penetrating oil before re-heating. Should come loose with a few days of this treatment.
