Default Govener spring linkage kind of loose?

So I'm trying to tune up this K12hp engine. One thing I'm trying to get right is the throttle linkage. The spring is pretty darn loose when in idle. Is this normal? I've seem some pictures of this spring being replaced with one that has a long arm part to it. Is this some kind of upgrade that is worth investigating? Also, I'm trying to set the RPM range correctly. According to the manual 3600 is really the max I should have the top end speed set at. I've also read here that 3200 might even be preferred. So after setting this top speed and setting a good idle speed are you getting full range of through on the throttle lever up on the dashboard? When I set the throttle stop lever it seems like I cannot move the lever on the dash all the way to the top (max). Do you folks normally set the max through first with the throttle lever all the way to the top and work your way down using the idle speed screw on the carb to keep the idle from getting to low? I've tried that but then the spring gets really loose that connects the governor to the throttle cable.
