I've seen these small fuel lines start to deteriorate, but not collapse....
Sounds like a sticking float/ crud in the carb to me.
Best strategy is just to drain and flush the fuel system. Replace the fuel lines and filter. Pull the bowl off, or pull the whole carb and clean it.
