If your leak is near the pump, yes you can fix it without removing the fender pan. If the leak is at the tank you need to pull the fenders. Just my 2 cents but your tractor is old enough that you should pull the fenders, give it a good cleaning and replace all the fuel line and filter from the tank to the carb.
