I have always wondered this also...

We have always left ours alone till spring. The tops trap a lot of snow and provide moisture come thaw time in the spring plus provide cover for wildlife.

Come early spring, after snow melt and it dries up some, I usually till the plot about 1" deep, way before the shoots start to emerge, and treat w/preen'n'green to prevent weed emergence. We usually have way more than we can use and share w/family and friends.
