That is correct.

Lets just get the standard questions out of the way......

Did you make sure the old flter gasket came off of the unit?
Did you try jacking it up and running it?
Did you try pushing the tractor a little while moving the lever?
It's full of oil right? You used some sort of hy-tran or 30wt oil? Not gear oil right?

Not uncommon for a hydro not to want to move after an oil change. Usually you can roll it a little while moving the lever and it will go. Also been a common problem with members here that after a flush the residual "gunk" either plugs the filter. Or it has also happened, that a piece of rag used to wipe out the rear got left inside and plugged the filter.
