I'm really doubting the reading you got. The gen isn't capable of that kind of voltage. 17V maybe 18V max. Test again. Make sure your DVOM/VOM is set on the correct setting, and working.
Did you do the test that Roland linked to in post #10? That pretty much should have told you what component is bad. FWIW, if your dash ammeter isn't moving, you may just have a bad ammeter. If failed, it will not let voltage through to the battery. Just like a switch in the "off" position.
