He said it started about 3 months ago. Just randomly started doing it. He also said it has never sat outside. So I'm not sure about the water in the tank, but I'm going to check all possibilities. From the original paint I kind of believe it was always stored inside. Other than the decals, the paint on this thing is great. I think the decals pealed a little and someone just ripped them off.
