Does any of the PTO linkage come through the hole? I don't think it does. I'm pretty sure Yosemite Sam is right. It is just a hole for hydro adjustment. Apparently they just used what they had when they assembled them.

The 102 pictured was the month before 123 production began, so I think they were prepping for production or PO parts swapping.
