It would be a speed increase of 33%.  And I'm not sure I would do that.  That would increase the rotor speed about 350 RPM.  That's quite a bit.  That's the difference between around 1050 RPM and about 1400 RPM.  Besides.... I've shucked gears in a thrower, but not yet in a tiller.  Gear reduction of the tiller is quite a bit.  I'm not sure the little gears would hack the load.  But, it's yours you can try it if you want.
