The PTO stops when you put it in reverse because of a safety switch. You can disable that if you like, but for liability reasons, we can't tell you how.
The wiring on these models is a bit complex. It's possible that there is a short or something causing excessive current draw with the PTO on, but if it's done that since new, that's unlikely. I don't think the Briggs engines have very strong charging systems. I have an older CC with a twin B&S in it, and the alternator can barely keep up when the PTO is on.
