Take a look at the Technical Library section of this forum for the manual on your blower, it should show you the proper installation of the blower belt, it should be right side up in all the pulleys.

Could be a 450 or 451 blower depending on the serial number of the tractor. Make sure the tension pulley and the tension spring are in their proper position. The manual will show you this too. The fluid for your power steering is the same fluid for the hydro drive and hydraulic lift, it can be checked with the dipstick for the hydro system under the seat.
