Little help with PTO adjustment. Will the pto pulley turn freely when the airgap is set to correct clearance??

Either on the engine or off, once I set the airgap the pulley will not turn freely and I do not know if this is correct. I cannot find installation procedures in any of the manuals I have researched. I can only find adjustment procedures.

The pto did not work when I was given this engine and the airgap was about 1/4 inch, which I feel the previous owner ran into the same issue and adjusted out until the pulley would turn freely.

When I adjust the pto on the engine I cannot turn the engine by hand. Concerned to attempt to start the engine in this condition.
