When the PTO is on or off the engine, when set properly, it should NOT turn freely.

Just for clarity: When you adjust the air gap on an electric PTO you are also adjusting the brake. So to answer your question, no, when it is adjusted correctly it should be hard or impossible to turn by hand with the engine and PTO off. It should not turn when it is off and the engine is on, and the brake should not drag when the PTO is running (engine on).
