I'd go with the low psi pump. You may not have anything wrong with your pump. The pumps on both my 2182's make noise when they are actually pumping but once the float bowl on the carb fills they get quiet. If you haven't replaced all the fuel lines, fuel filter, tank bushings and cleaned the shut off valves on the bottom of the tank I highly recommend that you do so. I also relocated the fuel pump on the last 2182 I picked up to the same place they mount them on the diesels. They are a royal PITA to get at under the fender pan. I also wouldn't be at all surprised if you don't have a wiring problem to the pump.
