It is not unusual for manual releif valves to stick open once pushed down until the engine runs again and allows hydraulic pressure to build. Most of my recently ressurected cubs have had to have the top end of the valves wire brushed and the actual valve loosened up with Pb blaster applied to the top of the valve that you see when it is in the tranny. I use a tiny allen wrench to push the valve back up once I get it back up I hit it with the wire wheel and work it back and forth until it is free. Do not use excessive force or heat... and take care with the O rings.
Like any precision machinery, take extra care to not let any dirt into the tranny when you unscrew the valves to service them.
