Default Fixing loose hydro lever

I've done a couple searches but can't find exactly what I'm looking for. At one time on here I saw a post concerning how to fix the "slop" in the hydro lever using something like a block to brace the lever and turn it.

I've got the service manual for my 127, but I guess I'm just not fully understanding the steps in section 2-43. What do they mean by using a scale and the adjustment should be 10 lbs.?

Also, do you have to do the steps a.-f. along with steps 1.-16. on pages 2-43/44? Or just one or the other? The tractor maintains speed however I set it, it's just the lever has enough "slop" in it that it makes it difficult. The slop is more from neutral to reverse than neutral to forward.
