The OP was asking about using an actuator to control the steering. If he was talking about a 12vdc linear actuator, it would be easy peezee.
Anchor the right actuator near the foot rest to the frame and the other end to the pitman arm.
Then any momentary on-off-on toggle switch. Which could be a conventional toggle switch or a joystick.

If the tractor is already equipped with a hyd. cyl doing the work, Seems like a conventional valve could be used.
I bet a crafty person could mount the valve so that when you turn the steering wheel to 11am and 1pm, it activates the valve.
