Common problem is the hydraulic valve has slipped down on the steering shaft, thus limiting lever movement. Other possibilities are a bad hydraulic coupler. Just as a note, it will move faster one way than the other just by nature of a hydraulic cylinder. The rod end has less volume than the piston end. Thus taking longer to stroke out than in.
