No diluted acid will not attack the paint, it will attack the rust under the paint.

Gotta figure though...acid or fire....if a man has to ask maybe he should not be in posession of either.

Yes, it will also remove paint. There is a lot less risk of collateral damage in my opinion. The acid WILL attack the paint...I have used it to remove paint from parts before. I'm not crazy about pouring acid into my tractor with the risk of having it get into places it cannot be removed from. If the now bare metal left behind is not protected instantly, it will rust again. When I was replating bolts last summer, the last step before plating was a Muriatic Acid bath, and I had to RUN those bolts from the acid bath to the plating tank so they wouldn't rust. They would flash rust in less than 30 seconds.
