That's not the right thing...... Your thinking of the piece that seals the tank support to the side panels and hood.
Yes, you can use foam from a hardware store. I'd suggest the square stuff with a sticky back like for sealing window AC units. Denser the foam the better. Yes, you need it. It keeps the fan pulling cooler air from the rear and not recirculating hot air from the engine bay.
