I have seen that before we went to china produced, we were replacing bearings one time in a curing oven, these were maybe 4-5" ID ball bearings and we removed the seals so an external system could lube them.
Several bearings had no lube in them, looked like they just got missed in the assembly process, nothing is perfect.
Glad we were not needing the prelube that a normal instillation needed.
