I just completed the reverse of this yesterday. I put a 16 hp Vanguard in an 1864 tractor.
I pulled the 16 out of one tractor, complete from mounting plate to muffler to air cleaner and bolted it in. I also swapped in the wiring harness from the 16 along with the driveshaft. The 16 uses a remote starter relay, the 18 does not so if you don't like wiring problems, get the 16 wiring assembly complete.
The heat shield between the dash tower and the engine is different between the two engines as well.
I used the 18 choke/throttle cables on the 16 as well. They're not exactly the correct length but they work. I don't know if they will work in reverse.
I've been collecting parts for this combo for quite some time, just to have a tractor like this one.
The easiest way to do this is buy a complete crapped out donor tractor so you have all the parts there rather than try to piecemeal it together.
