I have been told,so don't take my word on it. That by adjusting the rpm governor and adjusting ( maybe re-jetting ) the carb, will up the power on the m15 to what it is supposed to have.
So the way I took it was they ( Kohler ) just detuned and lowered the rpms on the m18 to make the m15.
Don't know if it is correct or not though.
