I see the red lead from the S terminal on the ignition switch feeds power to the PTO switch, so this could still be the bad ignition switch giving me trouble (or I have really bad luck).

Bingo, we have a winner. Here's the deal, you more than likely have a used up worn out switch. It's only about 30 years old and it should go for at least another 20 years but it is what it is. Let us know what happens when you replace it with the proper new switch. Only other suggestion I can give you is to get a copy of the wiring diagram and a test meter and have at it. Sorry if I sound like an A-hole to you.
