The hydro handle on my 169 did the same thing. I tried several "persuasions", that did not work. So, I took everything loose (Was going to anyway), and was able then to hang the whole thing upside down, with the rod in the vice, and "whang" on the bottom bracket, to pull the rod out of the handle.
