It looks like a foreign object to me! I have never seen that piece on any of my NF's. My best guess is it is a steering column retainer piece, perhaps something that is aftermarket
, that holds the steering column in place on the dash tower. Normally, it is a black rubber grommet that is used but maybe some PO got creative.
