Congrats on the new toy. As a former go kart racer, I'm not sure a roll cage is a good idea. It will move the center of gravity up much higher and may make it more prone to roll overs.
You could put a restrictor plate in between the block and carb to reduce power. That's what the WKA ( world karting association ) did for the 5 hp briggs in the kid's classes. ( iirc , .425 for up to 8 or 10 years old and .575 for up to 12 years old )
