Default K181 governor

I have a model 71 with a K181 engine that I rebuilt last year. The engine runs great, but I'm not happy with the governor action. It just seems wimpy in comparison to other engines that I have done, K301 and K321. My symptoms are that the engine will run up to 3800rpm and then when any kind of load is put on it will drop 1000rpm at least. I don't have a pto on this tractor so the only way to load the engine is to pull something and then it is hard to see what the throttle is doing.

I have adjusted by the book numerous times with varied results. I've replaced the governor spring also. I know this style of governor is different from the bigger engines and I'm not a fan.

I was just wondering if this is a normal thing and I will just have to live with it or is there something else to look at.
