You are not far enough back or high enough. There is a welded bar across the frame that goes just under the footrests. You should see the wear/contact marks where it was previously. Those hangers are primarily for your deck lift attachments etc. I had to install mine today using a bungee cord to hold up those back (forks), and the block up the front with 2x4's and rolled the tractor into it to engage the front catches, I also had that wedged open with a block of wood.

The picture is from a NF but it's basically the same on yours. The ears you pictured go onto the bar that goes across from footrest to footrest. ( underneath the bracket with the arrows pointed at it )
