Uncle Sam has way too much input over every mudhole in this country. You are going to need to ask about rules before you attempt to fix anything if you ask me. I would call your local FSA office and local soil and water conservation office to see if there are any cost share programs to help fix the dam. Just make sure you REALLY want this pond back before you call any attention to yourself.
