There is a regulator in the pump. Unless someone took it out. If they did, that's why it doesn't work. I doubt 1800psi on that pump. 1000 at best, but it might make 1800. It's basically a power steering pump. It'seems working range is likely 500-800, with a 1500-1800 max. But as old as it is I'd be surprised if it will make 1800.
