If you put an electric PTO on the front of an engine with a S/G you would have to remove the original PTO "basket and pulley", then there would be no pulley for the starter to turn the engine and no pulley for the engine to turn the generator.
I'm not exactly sure about the "AQS" thing...
A = Special oil pan
Q = Quiet model
S = Electric start
At the time the blocks are cast, machined and drilled, there specific destination probably hadn't yet been determined. If the block was made after the Q/L series blocks were in production, I would bet that they (Kohler) used the same engine blocks for either/or applications.
