I've had good luck with solid carbide twist drill bits. They are brittle, so easy to break, but they will go through the set screw like "butta."

drillsandcutters.com sells them. buy a couple of each useful size. You will break them from time to time. Used one to drill out a spirol pin at the bottom of the manual lift arm of my 148 project.
