From the limited information you have supplied, this is what I see from looking at the diagram.

It sounds like one of two conditions are existing creating a "short". (A) You have a defective component (ie: Ignition Switch, PTO Switch, or Brake Pedal Switch) or, (B) there is a wire shorting out to ground in the "start circuit".
Do you have a DVM or VOM meter and know how to use it...???
