I've a had a couple that would pump fuel out of the tank, but still didn't work. If you have a vacuum gauge/fuel pump tester, you can put that on the outlet hose of the pump and then crank the engine. It should pump up to 2-2.5 psi and hold it. If it can't hold it, or if the needle just flops around, one or both of the check valves is leaky and it probably can't supply the proper amount of fuel.
