Yep, it's an IH #3 trailer introduced along with the IH Model 60 Rear Engine Rider (RER) in 1968. While I don't believe that they yet considered "RARE", they are pretty darn scarce... I've got one just like it hanging on the back of my Model 60....I recommend a good restore.
