Yer favorite penetrating oil on the spool valve should free it up, given time.
check to see if it is the spool, or the linkage frozen.
Be careful with the lever cross rod, they are easy to bend/break where the pins are driven in.
Sometimes a little coaxing on the spool with a plastic hammer, helps after the penetrating oil has a week or more to work.
