Roland: Nope. Your photo is the correct location of the IH spring assist. The Brinly mounts on the other (right) side and is attached to the lift bar.
Animal. Welcome to the OCC: You are correct. My Brinly Installation instructions for the Brinly Spring assist shows 11 3/4 inches from the center of the lift bar rear pivot hole to the edge of the (where the spring hooks on) lift bar bracket.
