Judging by the damage to the filter in your first pic, I'd say it's possible it has a hole in it. I'd replace the filter and see if that fixes it. You may have to move the hydro lever into either forward or backward and push the machine a little ways accordingly to get the pump primed. Just don't run into anything, or get someone to help.
