I agree with J-Mech on overhauling it. New rings are just a band-aid, it won't fix it for long.

As far as tires go, it depends on how you want to use it. I've seen people make do with old car tires and some guys go all out with lugged. Miller Tire has a great selection of tires if you are looking for new. I think the cheapest I've ever seen a new tire sell for is about $50 so you might want to check craigslist for a cheap used set from someone who upgraded.

As for the starter, the generator serves as a dual function being both a starter and generator when running.
