These things have a bunch of "safety interlocks" and it seems that the exact combination is different based upon year and model. Sometimes they will malfunction or PO may have bypassed them and the bypass may now be failing.
Sometimes just unplugging and re plugging can get things working again.
You said "PTO works when I manually engage the vacuum actuator" Do you mean that you applied vacuum and it then worked or that you squeezed the actuator and it worked. If it is the latter, try pulling the connector off of the switch and then running vacuum hose direct to the actuator to see if it works then.
