To answer your question:
You can carefully un crimp the ring that holds the glass on, do the restoration and then re crimp.
Usually you wind up breaking the glass and making the crimped ring look unsightly, at best.
Those amp gauges don't command a large outlay of cash on ebay/swap meets. so it just isn't worth the time to try to repair them.
I have repaired several tach/hour meters on large tractors that are high dollar items. making a "tool" that fits the crimped ring on both sides, to give factory appearance when pressed/re crimped back together.
So yes, they can be repaired, but not worth the time/trouble.
