Yes, you can bring the CH18 up to 20. There is a throttle limiter on the carb. Remove it and tune it to run under the new load.
OR: I would also remove the carb and using a very small drill bit, find the size that just fits through the hole in the main jet, then use the next size bigger to drill it out. Make sure that you don't use too large of a bit. Bigger is not better. You just need to go a tiny bit larger. Then re-tune the carb.
The CH18 is not much motor for a 60" deck. But it should run it. You likely have an issue somewhere anyway. My bet is the carb is plugged up. Clean the fuel system, replace the hoses, flush the tank and disassemble and clean the carb.... while your there, drill the hole. I really kind of made this post backwards.... but I didn't want to retype it.
