I'm quite sure that the clutch pedal being depressed is suppose to put it in neutral. Sounds like there might be a piece of linkage missing or unhooked.It's hard to tell from the pics. The turning brakes have nothing to do with returning it to neutral. There would be no point in having turning brakes if they just put it back to neutral.
