Correct me if I am wrong here, but I was always under the assumption the earlier decks were meant to "hang" from the tractor to the desired height and the wheels on the rear were to "help" it over high spots so as not to scalp.
That's the reason there is a stop adjustment incorporated into the design of the lift mechanism.

Of course, this only works like it should when all the holes and pins are in good shape and not overly worn or hogged out and only if adjusted properly to begin with.

At the height I mow w/my GTX2154, the wheels rarely touch the ground, of course it's only a couple years old w/low hrs. yet.
